British Prime Minister Rishi Sunak emerged as a frontrunner in the global discussion on artificial intelligence (AI) regulation after hosting a landmark AI safety summit. However, while the summit resulted in significant agreements, a comprehensive plan for overseeing AI technology is still a distant goal.
The two-day event brought together world leaders, business executives, and researchers, attracting prominent figures such as Elon Musk and Sam Altman from OpenAI, as well as U.S. Vice President Kamala Harris and European Commission chief Ursula von der Leyen. The focus of the summit was to discuss the future regulation of AI.
Notably, leaders from 28 nations, including China, signed the Bletchley Declaration, a joint statement recognizing the risks associated with AI technology. Both the U.S. and the UK announced plans to establish their own AI safety institutes, highlighting their commitment to addressing AI risks. Furthermore, it was announced that South Korea and France would host two more AI summits in the coming year.
While there was a consensus on the need to regulate AI, disagreements persisted regarding the exact approach and leadership for such efforts. The development of rapidly-evolving AI systems, exemplified by OpenAI’s ChatGPT, has raised concerns among policymakers. Some experts have called for a temporary halt in the development of these systems, citing the potential threat they pose to humanity.
Although Sunak expressed enthusiasm about hosting Tesla-founder Musk, European lawmakers raised concerns over consolidated power within a few companies in the United States. French Minister of the Economy and Finance Bruno Le Maire emphasized the necessity of global collaboration and warned against one country monopolizing AI technology.
Additionally, the UK has diverged from the EU by proposing a lighter-touch approach to AI regulation, in contrast to Europe’s forthcoming AI Act, which imposes stricter controls on developers of “high risk” AI applications. However, Vice President of the European Commission, Vera Jourova, stressed the importance of global rules and urged democratic nations to take leadership roles in shaping AI governance.
Despite projecting an image of unity, attendees acknowledged that the three major power blocs at the summit – the U.S., the EU, and China – were striving to assert their dominance. Some felt that Harris overshadowed Sunak when the U.S. government announced its own AI safety institute shortly after Britain’s announcement. Harris highlighted the short-term risks of AI in her speech, contrasting with the summit’s focus on existential threats.
China’s presence at the summit and its endorsement of the Bletchley Declaration were seen as positive developments by British officials. China’s vice minister of science and technology expressed a willingness to collaborate with all parties on AI governance but underscored the equal rights of countries, regardless of size or scale, to develop and use AI.
Behind closed doors, participants frequently discussed the potential risks of open-source AI, which allows public access to experiment with AI code. Concerns were raised that open-source models could be exploited by bad actors, leading to consequences such as the creation of chemical weapons or the emergence of super-intelligent systems beyond human control.
During a live event in London, Musk conversed with Sunak and expressed uncertainty about how to address the increasing capabilities of open-source AI. Yoshua Bengio, an AI pioneer leading a “state of the science” report connected to the Bletchley Declaration, highlighted the urgency of addressing the risks associated with open-source AI and ensuring appropriate safeguards are in place to protect the public.
The AI safety summit yielded significant outcomes, demonstrating the global recognition of the need to regulate AI technology. However, clear consensus on the exact path forward remains a challenge. As technology continues to advance rapidly, policymakers and industry leaders must navigate these complexities to ensure the responsible development and use of AI.
